SGTF speculates this "long lost" 1999 promo card is an Archive P2 Inkworks promotional item. Per SGTF's AOR under Operation Silverback, operatives to help forward this materials item to the GC1169 cache for further exploration have begun.

Please do not keep this TB if you DO mistakenly remove it from the Project APE cache. Drop it in a cache somewhere for another person to find and perhaps the mission will be completed again!

Actually I removed this tracker bug from a cache that's way far away from Devils spoon...

Found it in the Rock river burial mound cache.

Says it's supposed to end up in another APE cache up north from here.

anyway, that was my plan. Please someone let me know what's up here, I can return it from where I found it, but I honestly think moving it up to where it's destination is supposed to be sounds way more exciting. hehe
