Mission #1 Devil's Spoon) in Mt. Diablo State Park.
SGTF speculates this "long lost" 1999 promo card is an Archive P2 Inkworks promotional item. Per SGTF's AOR under Operation Silverback, operatives to help forward this materials item to the GCWBRF cache for further exploration have begun.
