Active caches that are underwater and can be achieved without Scuba gear. While Scuba gear may be helpful, these caches can probably be found without needing a tank of air & regulators.

  Swedem, 10' depth.

  California, unknown depth (guessing aprox 7' to 20' depth), mystery cache with a hexidecimal puzzle to solve first. May be much easier with Scuba gear, but obtainable with snorkeling gear.

  St. Lawrence Seaway, 14' depth and 20' off-shore on the Ontario side of the seaway (between Ontario and New York) near the city of Morrisburg. Standard ammo can, tethered to a brick for weight, and a 1-gallon jug (marker) floating a foot above the cache container.

  Michigan, cache at 9' depth with bottom at 15', in a lake near Traverse City, wade in from shore and follow the arrows of rocks on the bottom to the orange container. Mask & fins required, but Scuba gear not needed.

  Hawaii, unknown depth, snorkeling gear and surf board required. Difficulty gets worse with high tide.  

GCP3TK Traditional Cache High 'n Dry SCUBA
  Kansas, less than 20' depth, in Clinton Lake. Scuba gear recommened due to water temps in the 30s, but has been found by snorkelers. Boat required, ammo can tied to a submerged tree.
