Ground Water Observation Stations (GWOS) have been used here in Manitoba for several decades now. They are used to monitor and report changes to our precious ground water.
We passed many of these along our travels over the years not knowing what they were. Finally one day curiosity got the better of us and we stopped to investigate.

[To Open the lock:
1. Enter the combination that you have cyphered
2. Squeeze the shackle towards the lock and then pull down.
3. Don't forget to scramble the digits before re-closing the lock.
