The typical magnetic blinkie. Bring a writing utensil. Your best bet for parking may be the mall. There is also limited street parking around the State House on Francis and Gaspee Streets.
During the day, this is one of the prettiest spots in Providence, as long as you don't look too closely at the river. There is a great deal of new-ish construction in the area, rising tall around the park. On Waterfire nights this might be near impossible due to the number of people. Waterplace Place park is the epicenter of Waterfire, the circular basin rimmed by restaurants and an open air musical stage. Extreme stealth would be required.
Please be aware of your surroundings if you come down here at night.
