It's a tourist cache, literally. But you need a device to access the logbook. Otherwise, it's a walk in the park/old town.

About the GC rules - it's NOT against the guidelines. Not all caches are for everybody to find. If you don't want to access the logbook or it is against your personal preferences, just leave it or ignore it. Thanks and happy hunting!
It's a mystery cache, but not a tough one, really. Did not want to make the first of this kind too hard. In fact, it is a pretty easy one. Especially, as it is mostly for tourists. You can't leave any travellers inside, i'm afraid. Perhaps only for daytime, say 10am-6pm.
Please do not excavate or climb in the zero area!! You may take photos if you like, but for the cache itself you need to move towards more North-Westerly direction. There's a very fine Estonian food place -Mekk- in the zero area should you need more time to think about the solution; or you can go clubbing nearby if it's not convenient time. However, for the cache, you may need just a little more information, should i say?
