This area is crawling with muggles during the day, from local workers, to residents and a fair number of tourists. This one should not be difficult, except for the need for stealth. You are looking for something bigger than a bison tube, but still only big enough to hold a log, so BYOP. Hint provides a dead giveaway. Parking may be hard to find during the day, unless you are willing to pay.
