Why are there 2 bridges here, that's because the Thousand Islands Parkway was actually built as Highway 401. Only the Eastbound lane was built with the Westbound lane only at the gravel road stage, many years later Bell Canada buried a Fibre-optic line through the area and built the bicycle path to protect it.
