Monsignor Olivier-Elzéar Mathieu was born in Saint-Roch, Quebec, in 1853. His early career in Catholic Orders was dedicated to philosophy and teaching. He was Rector of Université Laval from 1902 until 1908, when he decided to retire and become a simple professor again.

But the Vatican had other plans for Monseigneur Mathieu. He was appointed bishop in 1911 and sent to the newly created Diocese of Regina because of the massive influx of Catholics in the West.

In 1915, Monsignor Mathieu became Archbishop of Regina. He was a man who liked to get results and to resolve important issues. Because education continued to be close to his heart, he founded an English-speaking college in Regina and a Francophone college in Gravelbourg, which later became College Mathieu.

Monseigneur Olivier-Elzéar Mathieu vit le jour à Saint-Roch, au Québec, en 1853. La première partie de sa carrière au sein des Ordres catholiques sera dédiée à la philosophie et l’enseignement. Il sera même recteur de l’Université Laval de 1902 à 1908, année où il décide de se retirer afin de redevenir simple professeur.

Mais le Vatican à d’autres plans pour Monseigneur Mathieu. Il sera nommé évêque en 1911 et on l’envoie au diocèse de Regina, nouvellement créé à cause de l’immigration massive de catholiques dans l’ouest.

En 1915, Monseigneur Mathieu devient archevêque de Regina. C’est un homme qui aime atteindre des résultats et régler des dossiers importants. L’éducation occupant toujours une place importante dans son cœur, il fondera un collège anglophone à Regina et un francophone à Gravelbourg, qui deviendra par la suite le Collège Mathieu.
