V Celju je že bila cerkev, posvečena Sv. Duhu. Postavili so jo celjski grofje v 14. stoletju kot bolniško cerkev. Stala je v bližini današnjega hotela Celeia.
Leta 1962 je bila zaradi dotrajanosti (v njej je bilo skladišče in delavnica) in novih urbanisticnih načrtov porušena. Takrat je bilo dogovorjeno, da se za zgradbo da odškodnina, za zemljišče pa se dodeli nadomestna parcela na Hudinji za gradnjo nove cerkve.
25 let so romale prošnje na občino za uresničenje obljube.
Leta 1987 je v zazidalnem načrtu Ostrožno-sever dobila tudi cerkev svoj prostor. Rečeno je bilo: naj bo v tistem mocvirju, da se ne bo nikamor videla; določeno je bilo, da ne sme biti višja od 15 metrov in da ne sme imeti zvonika.
Župnija je bila ustanovljena 15. avgusta 1987, ko se je izločila iz mestne župnije sv. Danijela. Župnijska cerkev sv. Duha je bila zgrajena kot nadomestilo za staro cerkev sv. Duha iz 14. stoletja, ki je bila porušena leta 1962. Gradnja nove cerkve v mestni četrti Ostrožno se je začela leta 1989, na lokaciji ob potoku Koprivnica, v bližini avtoceste. Do 7. aprila 2006, ko je bila ustanovljena škofija Celje, je bila župnija del celjskega naddekanata škofije Maribor.

Parish Church of St. Duha was built as a replacement for the old church of St. Duha from the 14th century, which was demolished in 1962. The construction of a new church in the Ostrožno district of the city began in 1989, at a location by the Koprivnica stream, near the highway. Until April 7, 2006, when the Diocese of Celje was founded, the parish was part of the Archdeanery of Celje of the Diocese of Maribor.
