THE ABOVE COORDINATES WILL NOT LEAD YOU TO THE CACHE. YOU MUST SOLVE THE CIPHER BELOW TO DISCOVER THE EXACT COORDINATES OF THE CACHE. There may be a fee to enter the park at certain times of the year for Non-Fairfax County residents.

SIGINT has detected an encrypted message to an enemy, covert Special Forces team operating in Northern Virginia. US Intelligence believes this team plans to disrupt rail transportation in Burke Lake Park which could seriously affect the moral of the local population. Your mission is to decipher the code to find out where the Special Forces team is planning to conduct its strike and foil their mission. Speaking on the condition of anonymity, a retired Navy cryptologist who served aboard the SS-383, said he believes the below cipher was used by the US Navy during WWII and may have utilized wheels of some sort. It was also used by the US Army under a different name.
