After much discussion on the geocaching.com benchmarking forums about these 5 radio towers, I have to agree with NorthWes on this one. Even though the cement base remains, the station is described as the tower itself in the datasheet. The traverse would have been done to the center of the base section of the tower, not the cement base itself. By the looks of the base, there was a cable that ran up the center of the tower, providing a line to sight to.

EKLUTNA LOW FREQUENCY FACILITY OPERATED BY THE CIVIL AERONAUTICS AUTHORITY WAS CLOSED AND THE TOWERS REMOVED PRIOR TO 1990.

Documented History (by the NGS)

IT IS A FOUR-LEGGED STEEL STRUCTURE, PAINTED IN ALTERNATE SECTIONS OF RED AND WHITE, AND IS 300 FEET HIGH. POINT OBSERVED UPON AND TRAVERSED TO IS THE CENTER OF BASE.
