Found in plain view on the front of the public library building, on the right as you face it from the street.

In front of the library is the statue of Cole Oly, one of many Popeye-themed attractions in Chester.

Popeye's creator, E.C. Segar, was born in Chester in 1894.

Cole Oly is the father of Olive Oly. According to the inscription on the back of the statue pedestal, "Cole's character was inspired by Chester Library's founder, C.B. Cole."

DESCRIBED BY COAST AND GEODETIC SURVEY 1955 AT CHESTER. AT CHESTER, RANDOLPH COUNTY, AT THE PUBLIC LIBRARY, IN THE FRONT (SOUTH) WALL, 8 FEET WEST OF THE SOUTHEAST CORNER, 18 INCHES EAST OF A STEEL RAILING AROUND A WINDOW, 2 FEET BELOW THE WATER TABLE, AND 2 FEET ABOVE THE GROUND. A STANDARD DISK, STAMPED G 105 1935 AND SET VERTICALLY.

RECOVERY NOTE BY NATIONAL GEODETIC SURVEY 1981 IN CHESTER, AT THE CHESTER PUBLIC LIBRARY ALONG STATE STREET, SET VERTICALLY AT THE NORTHEAST CORNER OF THE BUILDING AND 0.55 METER (1.8 FEET) SOUTH OF THE NORTHEAST CORNER OF THE BUILDING. THE MARK IS 0.61 M ABOVE GROUND SURFACE.

Control Text

  • The horizontal coordinates were scaled from a topographic map and have an estimated accuracy of +/- 6 seconds.
  • The orthometric height was determined by differential leveling and adjusted by the National Geodetic Survey in June 1991. WARNING-Repeat measurements at this control monument indicate possible vertical movement.
  • The geoid height was determined by GEOID99.
  • The dynamic height is computed by dividing the NAVD 88 geopotential number by the normal gravity value computed on the Geodetic Reference System of 1980 (GRS 80) ellipsoid at 45 degrees latitude (g = 980.6199 gals.).
  • The modeled gravity was interpolated from observed gravity values.
