Couple of hints off the bat for you. The encryption algorithm is Solitaire. The cache is solvable. All the information that you need to solve the cache is contained in the message texts for this and for the other Crypto-Challenge cache.
Oh and in case you're wondering, nothing is to be gained by visiting the coordinates of this or the other Crypto-Challenge cache. Unless you plan on doing your recycling, or like a nice view of the city...
