The challenge is much simpler to explain than it is to complete.
Just find all the caches whose staring coordinates are 3 miles (4.828 km) or less from Mile Zero. When this cache is the only cache in the list that the link below creates, then you can go get it.

Of course, caches are published regularly in this area, so you'll have to find it quickly once you complete the challenge. After you've found the cache, any more new caches that get published don't need to be found, but staying up to date is fun!
The 5/5 rating seems appropriate given the number of caches you'll need to find to complete the challenge, and how difficult some of them are.
