That Dam sits in the middle of a round-a-bout near the middle of downtown Vientiane and is one of the oldest structures left in city after it was sacked by the Siamese in 1827. It is a revered stupa and many Lao believe that it is inhabited by a seven-headed naga who tried to protect them during the invasion. Word on the street in Vientiane is that this is also the reason that it is not upkept by the locals, who strongly believe in the superstition surrounding the Stupa.
