The cache is easily in reach and is not located on the
outside of the wall.
The cache is winter friendly but will require a small walk in
the winter due to the floor of the parking ramp being closed. You
may walk up the closed ramp (winter only) or up the stairs. The top
3 floors are parking by permit and below those are metered parking.
There is a glass elevator that also goes to the 6th floor. (also a
cool view!) My personal recommendation would be to park on the
ground and walk to the ramp and take the elevator and/or
stairs.
This cache would be suitable in the day or at night and the view
would be great at both times
