In this case, Groundspeak has sent an email to the cache owner with no response. The cache owner did not respond to any of the cachers hoping to find the cache and did not respond to the reviewer note so the cache is now archived.

The cache location is now open for any Geocacher to place a new cache, including the original cache owner.

Geocache Description:

This is a magnetic nano cache placed inside a man made object.The object has the words "Fits and Giggles" painted on it. Once you find this PLEASE hide it just as you found it!

This cache is hidden in Cotton Mill Park. There is a small flower garden at the entrance to the park. There is ample parking here and elsewhere closer to the cache site.
A succession of cotton mills opperated at this site---All powered by the Edwards Dam on the Kennebec River. The dam was removed in July 1999 and the area is now being developed as a city park.
Manufacturing on the Kennebec had it's start in 1834 with the incorporation and capitalization of the Kennebec Dam Company (completed in 1837). The company was given the authority to build a dam, locks, and canals, for the purpose of establishing manufacturing on the river. A succession of mills followed, begining with the Kennebec Company cotton mill, which opened in 1846. Three mills came after that: A.W. Sprague Manufacturing Company in 1869, Edwards Manufacturing in 1882, and finally the Edwards Division of Bates Manufacturing in 1945. Within a half century after Bates took over, the building was destroyed by fire, and the site leveled. Of all the major manufacturing enterprises in Maine, cotton was king of the ninteenth century, as it was for all of New England. In Augusta specifically, cotton manufacturing vied with publishing and shoe manufacturing for top economic stature.
The site of the old Statler paper mill lies across the river from the cache site, and is just above where the Edwards Dam once was. Parking is available. This cache is a tribute to "Laughing Terry" type caches. It is meant to cause you "Fits and Giggles!".
