Well, it took me a while to solve puzzle - and I also needed some inspiration from back home. In the end, I threw in some zeros in order to get coordinates - and boom, there was the plausible place.

Today, I did another circle around the lake and stopped. Easily found! I love those regular sized caches in the middle of the capital.
