We got this cap after the sun had set, but there still was some twilight in the sky. It's safer to reach it if you're driving NW on the divided highway. There's a good shoulder and a gentle slope, so pulling over near the cap isn't a problem. The guard post and two lathes were well flagged, so finding the manhole was easy. You'll need something to pry the lid off. I barely managed to do it with a chisel; a screwdriver would be better.
