Found it TeamDJM found Brass Cap Cache- Smith-Dorrien Rd (Locked)

After the breakfast event Joci, Canadian Rockies, and Sleep_hollow went to find this BCP. We followed and arrived just as they were closing it up. Thankfully Joci had the right tool to lift the cover for us. He said cover was frozen to sidewalk. Of course that is when our camera battery died, so took pictures with camera. It was too cold (-19C)and windy (-30C wind chill) to do any digging or cleaning.
