Found it colincactus found TonyDev's Christmas Challenge

This took us about three quarters of an hour to find. It started badly as we arrived at the GZ to find a snarling dog and a woman who couldn't control it.

Then we got into a cycle of searching for five minutes, whereupon another dog-walking muggle would appear and we'd have to stop, then we'd search again through the same places, and then another would appear. I took one of these interludes as an opportunity to fire up the Geocaching App on my phone and I found that the previous finders had all had trouble too. So I started expanding the search radius and eventually found it about 40ft away.

Due to the increasing creativity of geocaching this becomes the staging ground for new and unique challenges.
