Hard to get at this one without drawing some looks, so I figured noon on a Saturday would be the best strategic time to go after it . Actually, the bus stop was clear and I had a break in pedestrian traffic so I pulled off the manhole and snapped a photo. Almost missed the yellow collar around the pin with the required numbers as it was buried in the muck. Cleaned it off, retook the photos and off I went. Thanks for the cap. Glad to finally nab this one.
