Caches do require maintenance from time to time. Containers could need attention, log bags split, pencls go blunt, swaps get depleted, log book is full. The weather could be the blame, mishaps do happen, vermin/muggle damage, the cache covering has been depleted.
Do not be too harsh on the cache owner, they cannot predict outdoor conditions, it is not always their fault.
So what do you do if you arrive at a cache only to realise it needs a spot of TLC.

If not simply alert the Cache owner in your log, email if you prefer, or if no response post a Maintenance Log on the page.
Whilst it is the job of the Cache Owner to maintain their own caches they may not be able to immediately respond. It is always a nice friendly gesture to help an invalid cache until the owner is able to get out to fix it. Show your appreciation to the CO for hiding caches and encourage others to help a fellow cacher. If you are stood at the cache and can help it then why not? A good deed is always appreciated by both the owner and following finders, go on, you know you want to. If it wasn't for all those generous Cache Hiders there would be no Geocaching!
If you notice a cache is disabled or needing attention before you head out in that direction , why not send the CO a message through their profile asking if there is anything you can do to help them?
A positive log is a happy log, go on - be a good samaritan: carry your maintenance kit, happy caching
