I saw it at GC650NZ - Geocaching United | Bavarians in Texas.
My job for the past 11 years has been being an Environmental Analyst for the local electric utility (largest municipal electric utility in the US). I tell people that I'm a paper pushing tree hugger, or a professional form filler outer. I waste time filling out reports for old rules that don't matter any longer because there are newer ones that control power plant emissions better, I waste time reading new rules and preparing for them only to have government officials, businesses, and watchdog groups get the rule hung up in court because it I too strict/lenient, costly/not enough controls added (read not costly enough), we can't do that (physically impossible or the technology is still in the research phase)/they need to do this (some idea they read about online or heard from their cousin Mildred after she had a few too many gin and tonics).
All those people with my job, and all those making it more difficult, could get outdoors more if we took all the environmental rules and consolidated them into one rule that I read in Texas Parks and Wildlife's magazine as a kid - Give a hoot, Don't polute." Nah, too simple, and I'd be out of a job and couldn't support my habit.
