Throughout the country, geocaches are welcome in highway rest stops and give travelers a reason to stretch their legs as they travel, thus contributing to increased driver alertness and highway safety. But not in Wisconsin. In Wisconsin, the DOT is more worried about "liability," which is not a valid concern, then they are in highway safety. This is because the WI DOT has chosen to make policy, based only on uninformed opinions and personal bias, rather than actually investigating the potential benefits of allowing geocaches in highway rest areas.
I do hope that at some future time, there will be folks at the DOT that will take the time to weigh the pros and cons of allowing geocaches at public rest areas. Once they do, they will find the benefits to tourism and highway safety far outweigh any potential risk of allowing geocaches in rest stops, like other states do. When that day comes, I will replace this cache.
