You are looking for a small lock n lock container located in the woods at the Telegraph Rd/Prince William Pkwy Communter Lot.
The cache is located in the woods in this large parking area. Be careful when you look for this one, park in a parking space, there is a state tow truck that comes through there on a random, but regular schedule and they WILL TOW YOUR VEHICLE IF YOU ARE NOT IN A REAL PARKING SPACE.
There is a First Place Ribbon for the FTF. As well as a couple of other toys and a United for Diabetes TB.
