This is an easy cache-and-dash! However, the goal is not to add another smiley, but to see something truly amazing!
There are many "gravity hills", but this is one of the better ones! You need to approach this cache as though you were coming from Tyrone, up (northwest) the Jamesville Pike. When you get to within about a tenth of a mile of the cache, slow down and notice where the bottom of the hill is ahead of you. The cache is located BEFORE you get to the BOTTOM of the hill. As you drive to within a few feet of the cache, pull over onto the shoulder of the road (it's a wide shoulder - you should be able to get completely off of the road). Put your vehicle in neutral and then slowly let your foot off of the brake. Which way does the vehicle move??? You should be surprised! Truly amazing!
