1/7th! Traditional Cache

By a busy roadside so would advise parking 5 minutes away in Craigrothie. Pavement all the way up to opposite the cache. The cache is a 35mm film canister.
Inspired by some comments to one of my other caches 'A Handy Road sign!' I decided that you might like to come and look at what appears to be a normal mile stone. I don't know why, but for some reason the distances shown are to the 1/7th of a mile. Any suggestions or answers, please put in your log!
