WPC #3: Background check Mystery Cache

***The Waterfront Puzzle Cache (WPC) series contains three
puzzle caches located in and around Waterfront Park. Find all three
caches to obtain the coordinates and hints to the WPC BONUS:
Waterfront Gathering (GC12K80). Most of the hides could be
considered "bold" so stealth will be needed!***
WPC #3: Background check
Listed coords will take you close to a rather unusual chicken farm
on public property. I'm really not sure if there's a reason why the
chickens are here so if anyone has any background info, that would
be interesting. The cache is also located on public property. The
coords are located within a different kind of property
altogether.
The coordinates below are for the cache location, but are missing
two digits which I've labeled X and Y. You will need to solve
the puzzle at home using the cache page before heading out to the
search area! Email if you need help...
