Rise, and Run! Mystery Cache

The cache is not at the posted coordinates. We've enjoyed solving other puzzle caches and wanted to create one of our own. Here's our first attempt. Have fun!
We bought a bunch of red and black tiles and laid them on the floor so that they gave the coordinates to the cache.
Unfortunately, someone tinkered with them. They took out the red and black tiles and replaced them with striped tiles that record the transitions between different coloured tiles in each row. With the attached picture of the tiles, can you figure out the coordinates?
The cache itself is a quick urban park-and-grab.
