Easy cache, public area. Do NOT play or climb on water towers!

We occasionally drive up here to reminisce about when that mansion to the northeast was the only structure around - and that wasn't too long ago! It's nice you can still see Moscow Mountain - at least over all the elaborate entryways and rooftops.
