There are no motorized vehicles allowed. The paved road up is crowed around 6:00pm with joggers and walkers getting a nice view of the sunset. Bikes are allowed and you
should bring em if you think you can make it.
The best place to park and where every one that walks the mountain parks at is

Which is in the 4600 block of San Andreas Ave. in Riverside, CA. nearest cross street is
Tesquesquite.
This is the old down road you want to go up, and at the first hair pin turn
about .5 miles up you'll maybe want to take the long way up for the view by
crossing the dirt medium to the old up road, or you can just stay on the road
your on which is shorter but steeper. Or what the heck find a vertical dirt
trail from the bottom and go straight up!
