A small size cache hidden in Bel Air, MD.
The cache is not hidden at the above coordinates. Instead, a traffic sign for a round-about (on Tollgate Road and Marketplace Drive, about 0.1 miles north of the coordinates) is located here. The final location for the cache is within walking distance of the traffic sign. To find the final coordinates for the cache, you will need to do two things.
(1) Look on the back of the traffic sign for the traffic circle (the sign with the black circle on a yellow background) for a six digit number (ABCDEF). Be careful that you do not write down the number behind the smaller traffic sign just below the bigger sign for the circle. You can park on the street on nearby West MacPhail Road. It is not recommended that you park on Tollgate Road due to the lack of space.
(2) You need to decode the following. The encrypted code for the cache is N39 31.UVW and W076 21.XYZ, where
U = 6 + A
V = 32 + B
W = 44 + C
X = 50 + D
Y = 41 + E
Z = 51 + F
U, V, W, X, Y and Z when converted in "plaintext" are one digit each.
To convert U, V, W, X, Y and Z into "plaintext" that will make sense for coordinates, you will need to figure out the identity of the key that was used. Consider the theme of the cache in your search for the identity of the key.
To check on whether you have successfully figured out the key, try decoding the following date that is famous in the history of the State of Delaware and of the US.

The cache is located between South Tollgate Road and Route 24, south of Business Route 1.
UPDATE (16 July 2012): The barcode on the sign has been changed, and this has been causing alot of confusion. To make things simple, the old barcode (the one you need for the above calculations) is 009065.
