The rule referred to in the name of the cache only applies at certain times. Even then, it's not always enforced. If it applies when you get there, there WILL be muggles around. Otherwise, the area can be pretty deserted. The only reason the terrain rating isn't a "1" is that you can't reach the cache while sitting in a wheelchair (or a car). BTW, it's pretty small - bring your own pen and write tiny!
