Geocache Description:

News: 12/29/2007: Added 2nd hint.
11/29/07: Added hint and a coord checker. -WellJointed
11/09/09: Upped difficulty to 4 stars based on experiences of finders (I didn't think it hard, but I made it)
The infamous pirate, Capt. Rehca Coeg, from near the Barbary
Coast, sailed his ship into nearby Lake Desire whereupon locals
Petrovitsky, Carr and Benson defended the countryside so well that
they dispatched the captain and burned his ship. He had buried his
treasure before the battle and they found among his things the
following secret note: ZZQFG LZSDXR, HEEDM XD AD KNNJHM EDQ LD SQDZRTQD,
IDR ZCC ENTQ GTMMDQS SN SGD VDRSHM'

Legend says that whoever deciphers it will find a map to the Treasure of Cedar Mountain. There is one for you. Will you find it or walk the plank?

Check sums are 33 27

August 2009: King County has made a map of the area and these may be available at the trailhead at Spring Lake. They are no longer calling it Cedar Mountain on their new map but list it as Echo Mountain. It is also called Lookout Mountain locally due to a fire lookout that was there decades ago. It is also called Twin Peaks locally which refers to it and the smaller peak about 1/4 mile or so to the NE. My map from 2007 has coords on it for 2 or 3 trail junctions for reference while caching.
