This cache will bring you to an interesting place where many events and activities happen, and where it is quite likely you could learn all about the system which forms the basis of this puzzle - not to mention a lot of other fascinating information - from people who frequent the area. Solving the puzzle itself can be accomplished through the use of a judicious Google search and a bit of mental exertion.
The actual finding of this cache must be done during the hours the location can be accessed - i.e., when the associated facility is open during the day (Tue.- Sat. 10-4 except holidays) Go in and have a look around!
September, 2010: CyAndDuncan are now partners in this cache! As a result, you will still need to solve the puzzle, but the cache is no longer outside. You will need to use the hint to find the cache inside the associated facility. Also, the cache is no longer PMO so that more people can come and find it. The cache is also now more directly tied to works of art from a Native American culture.
March 2011, from CyAndDuncan: the encrypted hint now includes an alternative puzzle, in case you just can't "crack the code." Also, the security guard and other staff at the new final cache location know that the cache is there, and won't mind that you are looking for it. In fact, you're welcome to linger and learn something new.
