By the number of signs posted I think they mean it. "NO PARKING AT ANYTIME". This place used to be a place to park you car for sale. Until the county or city posted the signs and patrolled the area to make sure you don't park here. So obey the signs!
You can park legally within a 100 feet of the cache. You just have to find your way to the right spot.
