A Mystery / Multi cache. The coordinates above are dummy, so don't bother visiting them and searching round. They merely give you an idea of the general region.
Part 1: visit the site indicated by the clue (parking very close by), and locate the small tube containing a note with coordinates.
Part 2: use GPS to find the nearby cache.
You can't derive the exact coordinates for part 1 from the cache description: but there are enough clues here to get you within a few inches (even without GPS).
There's a logbook and pen inside the camouflaged container: also an IOM Geocoin for the FTF, and a selection of goodies. The Terrain rating is 2* only because the short may have a little trouble retrieving the cache. Be careful on the road, and keep kids and dogs well under control.
