In the United States, federal income tax was first proposed during the War of 1812. However, the proposal was defeated. In July 1861, the Congress passed a 3% tax on all net income above $600 per year (about $10,000 today). Income taxes were enacted at various times until 1895, when an 1894 tax act was found to be unconstitutional. That was eventually overruled by the 16th Amendment, which was ratified in 1913.

The 16th states: "The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."

The 1040EZ Form has 33 pages of instructions. There are over 200 different tax forms. Sixty percent of all taxpayers hire a professional for tax preparation.
