Cache itself is ALMOST wheelchair accessible. The final 3 meters is not, but up to that point, a wheelchair could easily make it there. The final 3 meters or so would need to be taken by someone able to walk or use crutches.
There is a charming little industrial museum in Bergvik by the dam on the river Ljusnan. Located there is an old train engine for kids to look around on, and, when it's open, the museum has free entry. Nice area for a picnic, a walk, or just to enjoy the view.
To find the cache you'll need to go check out the lovely old locomotive! You'll find the information that you'll need for the final coordinates there. The cache is walking distance from the locomotive!

A = How many large, red rimmed wheels are on the locomotive?
B = The first number of the year on the road sign in front of the museum that faces the dam.
C = The last number of the year that appears on the plaque on the front of the museum.
D = The first number of the second set of numbers on the oval Trollhätten sign on the locomotive.
