The terrain is 1.5 just because it is not wheel chair accessible. The difficulty is 3 just because of the number of possible hiding places.
Forsyth was founded in 1882 and was named for the first Army officer to land at this site by steamer up the Yellowstone. The cache is located on the grounds of the Rosebud County Courthouse that was built in 1913 and is listed on the National Register of Historic Places. If you have the time you can take a self-guided tour of the courthouse and see the original vintage oil painting and stained glass rotunda. Next door is the Rosebud County Pioneer Museum. Your quest, though is outside. Enjoy the cache and the town full of friendly people. NO CLIMBING REQUIRED! Congratulations to Horse Play for the FTF!
