Festival Plaza is the home of the Red River Revel, MudBug Madness, Holiday in Dixie, and many other festivals and events in downtown Shreveport. You will have to use extreme stealth to get the cache during a festival, but it should be an easier find when there aren’t as many people around. Depending on where you park, you may need some pocket change for the meter.
