This is a poor-man's version of the Degree Confluence Project (www.confluence.org), in essence a "mini-confluence point" since only the decimal minutes of the coordinates are zeroes, not the entire minutes.
The closest true confluence point from here (N 40 00.000 W 105 00.000) is ~13 miles east, and you can find a geocache there too (GC1CRMF).
Cache is log-only.
