When the kwvers! recently archived some of their caches, they told me I could sign the log on the two I hadn't found yet and then keep the containers and all the swag inside. I told them I would happily do that, but that I would be rehiding the containers for them. Both containers are exactly as I found them with all the same swag. I've added new logs and small FTF prizes.
The sign on the way to the caches says this area is open from 5 AM - 5 PM. I asked someone that works there and they said it was 7 AM - 4 PM. Unless you know for sure, I'd count on the 7 AM - 4 PM time.
Don't forget to pay your respects.
