Start at Location #1. With your back to the road, stare into the oncoming train. See the Engine #? This is the key to Location #2.
To find the value of X, Add the three digits on the front of the train. Take this number and subtract 10. To find the value of Y, subtract 2 form the value of X.
Go to Location #2. Look up. Even if it's not there, you know what goes there. The number of red is the key to CHARLOTTE.
"A" is the number of red. Subtract 2 from "A" to find "B". Add 1 to "A" to find "C". Subtract 1 from "A" to find "D".
NOTE: You DO NOT have to cross any fences to find this cache... and if you find the box "under the dome" that is NOT the cache. That is a cist.
