Looks like a bomb shelter.
This is pretty tricky cache to get. It's hidden in a neighborhood in Renton, Washington where there is a good mixture of older and newer houses. There is a low volume of traffic in the neighborhood. There are no parking spaces available, but you would have to park on the side of the road.
If you have small children with you, I would recommend them to stay in the car. Sidewalk space is very limited. Because of that and and almost no parking, I am giving 2 stars to terrain and and 3 stars to difficulty.
The reason why I wanted to hide something here is because of the house it's hidden by. My in-laws live in the area and call it the "Bomb Shelter" because it looks like a World War 2 Bomb Shelter of some sort.
The residents said I was free to hide the cache there, but do not want anybody running across the yard, so I kept it near the sidewalk.
