Not quite a park and grab, since there is no parking on the curved portion of the street near the cache. You can park farther down or on a nearby side street.
This struck me as an odd little structure and a good place to hide a cache. Whatever it was meant to contain or protect seems to be long gone. Don't be afraid to tug on things to get to the cache container. Use a little care in replacing.
