Not my opinion - it is the name of the park! This nano-park used to tell the story of the Reading Utility Company. I figgured I'd update the name of the listing while I'm maintaining.
The city of Reading utility company started in the 1800's and they had their own water system up until the 1990's. The are signs here telling the story. Apparently, the money to bill this park came from the EPA pay-off when they forced Reading to close down their company and use CWW water system.
However it got funded - it's a pleasant place to sit and eat your lunch on a sunny day.
