I tried to find out some information as to why it is here and everyone that I talked to sent me somewhere else. The best that I have come up with is that it was placed by Trimet when the lightrail was put in. If you have additional information pass it on, if not just enjoy another cache.
Rating levels are higher because of high muggle activity at times and the container may be hard to reach for some.
Currently there isn't any concern for the landscaping around the location, but please don't step on the plants if they do ever plant them. Right now it looks like this has been forgotten about.
Please make sure that the container is put together tightly so that the half isn't lost. The top can't go far.
